In China, the unnecessary policies caused a large shrink of enrollment in the China Central Radio and TV University and the loss of people’s confidence to DE. The unclear administrative relationship between national OU and the OU branches make the guidance become a superficial formality. The standardization is rarely developed in the OUC. Faculty follow their own experience to guide the teaching activities, which is unprofessional for DE quality. There is no functional academic commission to control the course quality. And the section of evaluation and assessment is missing. Since the 2012, national investment flooded in to promote the OUC development. However, the budget was mainly used to expand the DE scale. The expansion includes the founding of OU for disable people, the founding of OU for elder people, mini-module courses/5-minute online courses development, the founding of Cloud Classrooms, etc. The network of the OU has greatly improved. But, the problem of insufficient administration is more serious. The reputation of OUC and people’s confidence are still problematic. Faculty Support. The best practice of Faculty Support, due to the function change of faculty in DE, emphasizes that the institution needs to provide proper support in fields of technical, course design, assessment and so on.
